It was made in West Germany in the 1950's, is 3.8" long and is made of chromed metal. One of these recently went on eBay for $200 ...

Have been dreading . . . I mean looking forward to this! Uh . . . looks like it belongs on a car fender... $200 for something from the '50's? Made in WEST Germany? (can you tell I'm stalling . . . because I have no idea)

Yes, I think it's a top mounted running/turn signal light for a pre 1965 automobile.

It is ... a cigar cutter. Not the kind you used to find in those Cuban warehouses; this type of cigar cutter is used to snip the end off of the cigar prior to smoking. They can range from simple to elaborate -

- but they all share the common function of getting your cigar ready to smoke.

SeaBreeze gave me the clue, otherwise i would not have thought of it. Looks very Art Deco, piece of kit.
 
I was thinking of a wall mounted drapery rope holder. You thread the rope through the holes, wrap around the open drapery and tie off.


I thought of a wall mounted candle holder but it would be very dangerous that close to the wall and sideways!
