Why didn't my instant pudding set?

The package directions said to add 2 cups of milk to the package contents and beat for 2 - 3 minutes. I did and it looked thick enough. I stirred in raisins and cooked rice to make rice pudding, but when I took it out of the fridge the next day, the pudding was all watery and separated.
 

If using 2% it might set better if a smaller quantity of milk is used than the directions call for. It can be fixed by making a cornstarch slurry w water and heating the slurry almost to a boil before adding to the runny pudding.
