Can you figure out what this sign means?

I think Aunt Bea has got it, Airports now charge
just enter the drop off zone if you are more than
a couple of minutes, so it is probably to let drivers
have enough time to drop a passenger off, free of
charge.

Is it at an airport or other travel terminal? Maybe it's another way of saying, "unloading zone, no parking" or something. Or maybe a kids drop off area. :unsure:
I agree it allows you just enough time to give your loved ones a kiss before you kick them to the curb and move on.

Maybe it’s a military deployment drop off point for spouses dropping off the husbands. Kiss and go. Just guessing, I never saw signs like that when I dropped my husband off for his deployments, I probably would have laughed through my tears.
