Following a multi-day shutdown in the wake of a ransomware attack. The shutdown had caused panic buying of gas in many southeastern states.

Will take a bit to get back up to speed.

I don't understand why critical infrastructure is so dependent on the internet. There must be some other method with which to coordinate operations like an independent communications channel dedicated for that sole purpose.

Communications are the least of the technology that is used. Hacking the systems that control flow, leak detection are only two of the systems that use technology that can be hacked to cause a shutdown.
