I'm sure you've been on an Interstate hwy., when there's a driver glued in the passing lane, and doing 20 miles under the speed limit. My ex used to do that. She'd slowly drive for hours in the passing lane, with not one car in front of her: while other drivers were swerving all around her. How about two semis going 30 miles/hr and "passing" one another on a hill. S.C. passed a law making that illegal- the Move Right Law.
