I understand what you are talking about. I have three dogs. They need to go out to potty, for fresh air, running and playing or just to take a nap in the sunshine. The one thing they are not allowed to do is have a bark fest. If they start up with the neighbors dogs, at a squirrel in the trees, they give up their out door time. They are brought in the house. Just because I love dogs does not mean that they are allowed to be a nuisance to others. If everyone took the time to take care of their animals all the problems would stop.
I would also say that cats should not be allowed to roam at will. They make litter boxes of flower beds. They climb on cars. They dig in trash cans. They face many dangers when they are left outside. Cats should also be kept in the home, taken out only by the owners on a leash if necessary. Sometimes I fear that these poor cats are not thought about at all, it is fine to have an outdoor or barn cat in the country, it is a complete different thing to have cats in the city. What do they tell a young child when they see their kitten, dead, hit by a car right in front of their home. How does a child wrap their mind around that?
