So, I pay for my T-Mobile and saw the lifeline/ACP free phone offer so I got it and tablet (paid $10.01) and received it. Mainly for the tablet reading the bible. 6 weeks later, found out charity case didn't have a working phone.

I loaned out the phone to him, everything was ok. Then today I got a "Warning, ten days have passed since last usage!" So I approached and asked where it was.

Not really understanding him, I had to grab him (second go round) then go back to WinCo, it turns out he'd dropped it in the freezer section and it's only accessible if the unit is disassembled.

That costs a bit (Two techs 4-6 hours at $50 each) so I figured it was cheaper then pulling the freezer apart. What DID totally piss me off, was he waited till I got a non use warning!

Ohhhh, I was upset enough to almost grab him, over knee and spank. He wondered how I found out, I showed him the warning email and had the interpretor tell him "Remember, you cannot hide the truth"

The cost is $27 to replace, it ain't going to kill me, but still frosted about this. I'm debating if I should trust him again. Should I?
 

There are programs set up for people of need to receive a cell phone and use it (with limitations) for no charge. My suggestion would be for the person to look into that.
He's not a citizen, he's on a work visa, no food stamps, no SS, SSI, SSDI, I did steer the outreach people to him, I'll see if Catholic Charities can help. His English is poor and (from what I was told by a Espanol speaker at the park) he's more "Ghetto language"

Those free phones are not for citizens only. If he lives in the US, he can have one.
 
I've done a fair bit of searching MM, what have you found out I may have missed?
I've seen booths on the sidewalk where people can just walk up and get a phone. The organization that gives them out even sets the devices up for them.

Look up "Affordable Connectivity Program (ACP)" and give them a call. That's the organization that gives out what we used to call Obamaphones.

A neighbor of mine at the apartments had 3 of them, one for him, his wife, and their daughter, and he wasn't (and isn't yet) a citizen. (oh, but maybe his wife was, idk)

As far as I know, citizenship status is not a problem, you just have to be a resident; have an address where you get mail with your name on it.

Well, as far as I know, both ACP & Lifeline are citizen only.

There are some phones given to those who cross the border, but it's preloaded with one app so they can stay in contact with authorities. Not useful for anything else.

However, I'll be chatting with Catholic Charities and see what can be done, phone won't arrive for 10 days though.

Yeah, you know what? This could be a California thing. I'll bet it is.
 
This could be the start of dementia. That's what happened to my husband. If it wasn't the cell phone, it was his keys. If if wasn't his keys, it was something else. I agree with others here, get him his own phone to lose.
