@Murrmurr, just because your friend said this, it doesn’t mean it’s totally factual. This article says otherwise and has a link to where to check out your school district. If what he says is true, I’d be very upset.

My friend had no reason to make up a story (back then), and lots of people were concerned about it at the time....that's why I asked him about it. The state gov't had just admitted that they'd approved a state lottery without including a permanent plan for how to disperse the funds in the proposal. That's unusual, but worse is that they didn't even start working on the allocations until decades later.

Meanwhile, it was basically used as a Calif schools slush fund. And that would have been kind of ok, but the state promised about 10X more new schools than they were building, plus "new computers for every classroom", which wasn't happening, and people were angry about it.
