County debt and wheel tax programs

Our small county has always been attractive to residents old and new because of low taxes. Currently there are discussions about a new jail - judicial center and a new elementary school. Financially there are costs, either by increased property tax or a wheel tax. I favor a property tax because it has a path guided by inflation, rising population, real estate values and growth. I see a wheel tax as a new tier of tax that doesn't go away while the property tax still moves with the same pressures. It seems to me adding a new form of tax encourages some mischief within the governing body. What say you?
 
The "temporary wheel tax" somehow loses the "temporary" part.
Yep, that is why I think sticking to fewer revenue streams increases the accountability. The county our farm is located in, just a few miles from here, now has two wheel tax fees. It more than tripled the amount paid to license each vehicle. And as you said correctly there is nothing temporary in the mix.
