Requirements and use cases need to be clear in order to choose (or create) the ideal app (or combo of apps).
My personal requirements/use-cases for an ideal app would be:
1. I could tell it I was going to go take a shower and if I'm not out in x-minutes to worry about me.
2. It should act like a service-dog and constantly monitor if I'm within normal (e.g., tell whether I fell asleep watching TV versus unconscious)
3. If I yell for 'help!' it should call appropriate help.
4. It should be with me all the time, such as if I fell off an embankment and broke my leg while hiking, it should respond to me yelling help.
5. If I was unconscious or dead it would call for help on its own initiative. Promptly (not at a next-scheduled call time).
I wonder if one of those i-phone watches would do most of that?
