I know dams need Husbandry, but its easy to allow free travel
without opening up the flood gates?

I thought they were doing that to save the salmon.

The EPA is under the impression that salmon populations are nose-diving because they can't get to their spawning waters. The salmon population is doing fine, according to Fish & Game scientists, and dams on salmon runs all have salmon ladders, but I guess the EPA disagrees with all that.

Couple of years ago American Water wanted to build a Sea Water / fresh drinking water
plant to supply water. Monterey, Cal. ... said no. ...
