What is an "Influencer"?

I've noticed we now have "Influencers". I'm not sure what Influencers do. Do you have to go for years at Influencer school to become one? Somehow it seems like people with a lot of time on their hands and a computer?
Are you an Influencer? Do you know an Influencer? Can you be an Influencer in mixed company? How about crossing over state lines?
