A neighbor with wind chimes.

Love them. We are wind chime nuts. We have small ones, medium ones and large ones. We also have bamboo wind chimes. Our closest neighbour is 1/2 a kilometre away. Nobody has complained about them so we havenā€™t ever taken any of them down. We like them. I recommend your neighbours buy more. Lol
 

While it's easy to say, I think you need to relax into it.

I'm not saying try to convince yourself you enjoy it. Just don't fight the sounds every time you hear them. We can get used to a lot.
 
Wind chimes are OK, sometimes. Preferably during
the day, if your friend is unhappy about the constant
noise, perhaps he/she, should ask, the owner of the
chimes to put them by a window, inside her house,
or to put rubber bands round them, before sundown.

I have a crappy neighbor who had a wind chime in his back yard. I don't think he could even hear it from his house, but I sure could. It made awful noises whenever there was a wind storm. There's a hundred other reasons he's a crap neighbor so this was too low on the list to complain about. But it was super annoying.

If he was a good neighbor, I might have asked him to move them closer to his house. But since he's a sociopath, I'm sure he would have just gotten more and louder ones. That's what he did about every other reasonable request I made.
 
My neighbors have always been generally annoying. There was a time when I thought about making something that would create a melodic noise whenever the wind blew. Kind of like the pan pipes, only bigger heh heh.
