Given all the divisions and tasks in such a business, it can't simply be those whose work isn't up to scratch.

Why not? Considering that's what good performance means: showing up and being able to do the job with productivity.

Of course. Culling the herd of go between eaters who are mainly decorative. Look at any large company and then look at job posting from the inhouse perspective.

Honestly? It suggests there is some uniform measure all employees are held to. That's more than 67,000 people working in different countries. Then you have the radically different types of departments, requirements, and employment laws. Frankly, the very idea that they were all "under-performing" is ridiculous, and facile.
