There is a new crime show on NBC called The Hunting Party. The plot is that the country's most depraved serial killers, presumed to have been executed, are actually being held in a top-secret facility for psychological testing when the facility explodes and many are released. In each episode, agents from Homeland Security are sent to track down a new serial killer. They largely use profiling to do it.
There is also an underlying plot line in learning more about the facility and who knew about or caused the explosion. Although nothing is quite as good as Criminal Minds, this is along that same vein and is pretty good.
