Does it concern anyone that she has been arrested without a signed warrant?
Is that a common event in USA?
The United States Supreme Court has never ruled warrantless arrests are not permitted, period. However, some do require warrants, such as a home arrest. State laws also govern arrests. For example, in Ohio, police who did not witness a Misdemeanor crime "In their presence" can not make a warrantless arrest, with a few exceptions. Both state and federal arrest laws are constrained by the Fourth Amendment. The federal Constitution can permit something, but a State can prohibit it.

Edit. To add, Ohio does not permit what is noted, that is, an arrest for an offense punishable by a fine only, with a general few exceptions.
