I agree. All our recycling garbage has to be in a see through plastic bag. All our general garbage has to be in a clear plastic bag also We are allowed to have a small section of the bag with a cloudy white bag for toiletries. We only have one small bag of garbage. We compost all our organiic stuff and put that out in our own bin to recycle. Our garbage goes in a covered garbage box and gets picked up around 12:00 each Friday. If our garbage looked like that it wouldn’t get picked up.
They should put cameras out to catch the sods doing this. If one person gets away with it, others start to follow which is a real shame. It wrecks or for everyone.
Estate agent is never going to fork out for cameras.
This has been going on for at least 3-4 years now.
Ever since the majority of new tenants are new Australians.

and what was worse was the refuse men went on strike for weeks on end... the rat popualtion got out of control apparently

but aside from Birmingham it's happening in so many other places too..

Most of this illegal dumping is in the dark of night. Because they know they are breaking the law but as long as there is no way of capturing them, as long as there are no penalties are being handed out, they are laughing at us.
 
Exactly the same here regarding discarded furniture. The process is, if furniture needs to be discarded, email the local council and they will send a large skip bin, at no cost.
No one does that, no one.
Same.... ! they don't seem to understand that they need to call the council... they just dump it outside. It's about time the council levied big fines on these people.

My first husband, DD's father lives in an apartment a block of 6... which has always been well kept, but in the last 2 years the council have housed Eastern European tenants there.. and one day he was looking out of his kitcehn window and one woman was ''chitting'' next to a tree in the communal garden. he was so repulsed, he called out of the window..''we have toilets in this country''.... .. and believe me.. he can barely breath.. he has severe COPD, so to gain the strength to shout out the window was a big deal for him
 
A set of cameras doesn’t cost that much. All he needs is one. Then he can get a sign that says “Garbage Area under Surveillance “

Only then might something be done.
If council refuses to allocate more bins I will be writing to the health department and making a formal complaint. Seems like the estate agent are p*ss weak.

that wouldn't change things. Poor Birmingham, their Refuse workers went on strike for weeks... the place a complete midden... rats everywhere...did it stop people dumping on the streets..?...No...

this isn't where I live it's in Birmingham in the English midlands..which has a very high immigrant population

I live in a city that has loads of immigrants and the most 'poor' people of the country. You had to pay per bag with a card for the underground container. You have to bring couches and other big things away to the waste station or pay 80 euro to let them pick it up. People are either too lazy to use their car and do that or they have no car and no 80 euro. I just put my old couch in my bike box for 3 years.

Not gonna pay 80 euro, but I also don't just dump it. LOL Then the city got a socialist party. I think it's highly unfair but hey fine with me. You now don't have to pay extra and you can put stuff like that on the street, 1 m3, which is also a couch, for free 2 times a year. Awesome. Finally got rid of all the mess. You make an appointment and they pick it up for free. And still you see people dumping that stuff next to the underground containers. Unbelievable.
 
One of my work sites is in Stirling they use small bins, so maybe they're tightarses with rubbish collection. They don't run their own fleet of garbo trucks, they use contractors.
In my country you pay for the size of your bin. A household with kids gets a bigger bin which costs more. Not as big as the one on the pic though. You can get a smaller one if you want. That's cheaper. Or one extra. Then you simply pay extra. If you don't put green in the green bin etc it will cost you a fortune, so people in houses most of the time seperate it.

They pick plastic up for free, so why pay for it and throw it with the rest that gets picked up every other week or so. When they tried to get people in flats to seperate they just let them pay per bag of rest mess (green, glass, plastic/milk packages, paper for free) instead of a standard price according to how big your household is. But that didn't work cause people just dumped it there and then they just said: it's one price again, no need to use your card to open it. Just throw away your filth and call when they're full. Then they come extra.

just to make life very interesting... you have one bin for 5 households... we have 5 bins PER household...tak about overkill...

One bin is for household waste that can't be recycled, Purple ...... another for cardboard and cartons Black ...... another for Glass, bottles, cans.... Blue ... another for grass cuttings and branches .. Brown.... and the last for food scraps only... 5 wheelie Bins each house....

..so it makes it even worse in this country with all the fly tipping because it's not like we're short of bins

@Bretrick, won't the real estate do something about it?
Not much they can do. Unless there is visual proof of which tenants are not following the rules, nothing can be done.
I cannot see them installing surveillance cameras. Though if the problem persists, I will be making that recommendation to them.
Currently they are trying to get the Stirling council to give us more bins.
The current allocation is 1 bin per 5 households. Ludicrous.
If council will not supply more bins, then I will send my pictures of overflowing bins to them and the health department.
Might see a change of mind then...
