I conducted a Google and came up with several versions. Is the 2002 version about NYPD rousting street gangs?

This version is from the "FBI files" and is only 53 minutes long.

Dineros name was not in the 2002 cast. I doubt the 1938 film also. If there was one between the two, I've no knowledge of it.
