I hope those countries use that aid for the basics. I would put stipulations on it which include adult supervision. Some of these third world countries including those out of Africa need to start from scratch including basic lessons on sanitation and toilet training. It is the lack of sanitation and poor habits that not only spread the disease or infestation but it is the poor conditions that can make one episode a catastrophe further bogging down someone's immune system with germs and bacteria from garbage & sewage.

A lot of foreign nations and/or foreigners need lessons on sanitation, cleanliness and/or personal hygiene so they don't contract or spread various diseases, bugs and/or parasites.

I doubt that it's a coincidence that many diseases and infestations that were eliminated or rarely seen are very present and/or increasing in high immigrant and tourist areas.
And many foreigners and foreign nations need lessons on plumbing, drainage and sanitation. There are countries/places where the population needs the basics like toilet training.

This I can unfortunately attest too living in high immigrant areas where trash cans had to placed in public restroom stalls because many users will not put their used toilet paper in the bowl. Was told they don't trust plumbing or many cases don't know how to use it.
Many of these countries need civil engineers, medical technology and knowledge more than dollars, military aid or financial support. A general contractor could improve conditions in many of these countries 10 fold just by showing them the use of tools & supplies and knowledge of basic structures.
ANY aid to these countries needs to come with adult supervision.
