Once they have done harm, maybe they need to be put to sleep.
Most of them have only harmed themselves. Some were started on drugs when they were in their early teens. I think if we can spend millions of dollars killing a leader of a country on the other side of the world, we should be willing to spend the same amount saving our own citizens.

But the catch is, how many of them WANT help?
 
drug addiction for any age group is a hard thing to tackle - I worked in that field once and watched medics/psychos and others try and then scratch their heads - watched family therapy sessions that went nowhere - it's not an easy fix - sometimes the church tries to with God at the helm and still can't shift them??

I don't think it's always necessary for the addict to want help. The hard core addicts on those city streets are either in a deep trance or desperate for the next fix. They aren't capable of wanting help in either of those conditions. Taking them to a lockdown center until they are dried out, then helping them find work and a place to stay while they are sober enough to think straight seems like it might work for some people.

I'm shocked at the idea of killing these homeless addicts. I'm against capital punishment even for murderers, I can't imagine capital punishment for a disease.

Portugal is considered a global model for treating addiction as a health issue rather than a criminal one.

Human behaviors all around the world are complex [ take the current war features here?] sometimes I look at the less productive and engage populations and ask myself " a product of a divine God?" then scratch my head - I worked in a drug addiction unit once with medics; psychs; social ws; nurses etc etc and we were just scratching the surface and lots kept returning after a short spell on the streets again? the local churches tried with soup kitchens and a few collapsable beds for the night - but the problems just kept circulating. Some of these characters may go into politics [ I've known a few] then get to run countries and get into wars? know what I mean??
