Advertising technology generates data every time a person uses a smartphone to carry out a routine function, such as browsing the internet or using an app to check the weather. These data don't include the person's name. However, surveillance companies can and do combine various data sets to identify us as individuals. These companies harvest the advertising data and repurpose it to help governments track individuals through their mobile phones. Information is retrieved about phones that have been used in specific locations, which can then be connected to profiles that include the person's name, gender, age, address, hobbies and browsing history. Surveillance that uses advertising data provides a loophole around regulations that limit government spying.
 

Yeah, it's quite easy to track an individual and what he does on his phone. And especially, since there are surveillance cameras on every post, street, store, and chicken coop. It does bring up issues of privacy, and covert government intrusion.
But, today's up and coming criminal never takes a cell phone to a crime, and never uses his own car in any crime. There are now professional 'drivers', who will drive the criminal's car around, and use his phone; while the criminal is at "work".
Ahh, human ingenuity. :)
