Always when I buy new Pants/Trousers, ten inches needs to be cut off the legs.

Just last night, I was having dinner with a group of friends, and we were discussing clothes. I asked if, like me, whenever they get pants, even the ones called Petite, they are always too long. They seem to be designed for a skinny young woman who is about 5'8". Every woman in the group said, "Me too!" So at least you're not alone, Bretrick.
 
Several years ago I settled on Lee brand jeans. I identify the style I want, straight, boot cut, etc. Then the color and material. Finally, I verify that they have a stretch waist band (more comfortable when eating out or driving on a long trip) and the gussetted crotch is a must. I've found their sizes both waiste and inseam to consistently accurate and the workmanship very good.
 
Remember back in the 60's when you bought a pair of levis. The sales person would measure waist and inseam then provide you the correct pair that would fit after the first wash in hot water. The shrinkage was very predictable, and they just were'nt really good until they were washed a few times. How our expectations change.
 
If possible I buy all my pants and jeans from a thrift store. A good selection of brands, sizes, styles. They have been washed so shrinkage is not a problem. I'm also size 16 petite but many pants fit me that are average length.
