Anyone know what language this is and what it means?

One question I have, how large is the pizza peel (or whatever it is), CinnamonSugar?

it’s about the size of a standard wooden spoon, no longer that 12-13 inches. I wouldn’t be surprised if it’s Ukrainian... a Family member has made trips there.
 
Reversed "3" you say is an "E" (?).

I'd think the drawing doesn't have any connotations about a spoon used for discipline, but a "dutiful wife" waving her magic wand over the cooking! o_O .

pizza peel is a board used to bake pizza on. Quite often when baking at home a pizza surface like a 20x20 tile can be used to duplicate a pizza oven surface. Typically the tile is heated to whatever the baking temp is for whatever you are baking

Substitutes for it can be card board, or parchment paper cut to the size needed for baking.
