Arizona already has the most liberal "gun rights" in the USA

Not saying that about an 1100 saying if you have a shotgun bought as a pistol and put a rifle stock on it, it becomes the weapon you are talking about, but in its original form is still legal.
if you put a stock on your Tauras it will be illegal
regardless of anyone position on ownership these are the problems that come up
all the BATF controls is the transfer, it cannot legally control, especially enforce, the manufacturer of anything. Most of their legal punch comes from the laws governing interstate commerce. They have no control over the man. Of silencers, in some states that have passed legislation to block federal laws.
the Florida law makes it legal to use the silencer for what ever you want, including shooting You neighbors noisey radio if you get pissed off enough to put up with the legal battle that will follow. But of course you don't need one in the first place for that.

The process is accurate, usually the local sheriff signs off on it, which is sometimes a problem. The sheriffs' duty is only to say if you have any outstanding warrants not to impose a value judgement against the event. Cases are now in court in Maryland, NJ, penn. against local governments for doing just this. The irony here is that the BATF will be called as a witness for the plaintiff against the sheriff and local town counsel.

You keep talking about a "shotgun bought as a pistol" Are you referring to a gun like the Tarus Judge? That gun has a rifled barrel.

When I talk about a sawed off shotgun, I am talking about a 12 gague, smooth bore (it could be any gague). You take a regular shotgun, one you use to hunt ducks or rabbits with , put it in a vice and saw the barrel off. If it is shorter than 18" you are in big trouble.

To me the Tarus judge, is nowhere close to a shotgun. The rifled barrel is what make it "exempt" if you will to laws pretaining to "sawed off shotguns"

That is the "sawed off shotgun" I am thinking about.

As for putting a stock on a gun like the Judge, I guess you could, I sold mine cause it was so damned inaccurate that I saw no use for it. It would fling .410 buckshot around OK, but the theory of shooting a .45 long Colt out of it was a joke. It shot them for sure, but you could barely hit a 5 gallon bucket at 7 steps.

T/C are another example of guns that have this feature.
Naturally these laws only apply to law abiding citizens.
