Back-up Toughs!

Ok, this one really bothers me. Let me explain. Everytime, I see any public announcements, whether its the police, the fire department or politicans hoping to get elected, they always appear with a bunch of "toughs" standing behind them. It seems that no one can make any announcements by themselves anyone. It really reminds me of the German High Command in WW II or a bunch of Communists in Russia standing & observing a parade on May Day. My question, what is the point of all these tough looking backup. Everyone is doing it; even on the news. I have enclosed a photo to explain what I mean:

I think !.... ? In the case of the news, following a disaster , shooting, etc. They're trying to display all the department/division heads working on the situation.
 
Standing behind him like that protects him against what exactly? Simply a few more bods for a gunman to shoot. A machine gun would take them all out in seconds.
 
It seems to me that a lot of these people are trying to following "strong Men" of the past. I don't know why some of these men/women of power can't stand by themselves & have someone listen to them. They look rather pathetic; me thinks:

I think they are trying to make the (very possibly false, artificial) image and impression, of the community all being together on something.
As if it is a theater show, it looks to me.

Or as if they are wanting to make it appear tht EVERYONE agrees with the speaker, so therefore, YOU should to!?
A mild form of psychological coercion?

Sometimes they are there just in case the lead guy gets asked a question to which he has no answer.
If that happens, he will look at one of them and they have to come up with something, even if it is a "we are still researching that."
