Bad neighbours .....,

Chatting to a shop assistant in town this morning she looked exhausted, apparently the man who lives in the apartment above her drinks and takes drugs, he's banging around all hours of the night and it's not unusual for his pals to call round at 4 in the morning, this poor woman, in her early sixties I would say, has to get up for work each day

Have you experienced bad neighbours, if so how did you cope ?
 

I don't have bad neighbors now but we did a few years back. Because we began to talk over the fence now and then it seemed to give them a license to open our back door, say hello, and barge in. It didn't go on for to long because they moved. I'm friendly and will always say hello or wave and share my garden veggies with my neighbor across the street but not the chummy type. I'm sure the neighbors we have now consider us a bit unfriendly. That suits me just fine.
 
What a cheek !! I'd have a fit if anybody came walking into my home, (just as well my doors always locked) ;)
 

Luckily I've been blessed with good neighbors for many years now. I'm like Ruth, I say hi and chat with the neighbors, shared veggies, but I don't have a rotating door to my house. If someone opened my door and walked in uninvited I'd have to have a 'talk' with them. :D Living in an apartment building is different, you're definitely more affected by those above and next door to you.
 
My front door is locked in the daytime, but the back door is unlocked, because I often go into the garage for something or am letting the dog or cat in or out, at night it gets locked. If I'm home alone in the daytime and taking a shower or something, I will lock it temporarily until I'm out and can hear and see what's going on.
 
Many towns and cities have a curfew for excessive noise. Sometimes it's 10 pm or 11pm. Check with the police and if they're blasting music or yelling upstairs after those times, you can ask the police to give them a warning.
 
My problem was downstairs neighbors.

She needs to complain to the owner/landlord.
Excessive noise/fighting - call the police.
Don't get into a discussion/exchange words with the neighbors.
She should document .....dates, times, what the problem was.

If landlord won't solve the problem, there is a procedure called Rent Escrow. She needs to check with the county courthouse (there is a site online that explains the process). She can send the landlord a letter stating she will pay future rent to the court. Court will schedule a mediation hearing. She should bring documentation and police reports. A reasonable landlord who wants to retain good tenants will give 30 day notice to vacate to the problem tenant and if they don't move begin formal eviction process.

She must be pro-active and assertive. OR, she can move, but that's a hassle and an expense.

What apple said. Here in our condo association, they would get a note on the door, then the owner would be notified and fined. They would be fined for every day it happened. A few fines and the owner would evict the renters pronto. Here if you don't pick up after your pets, bother other residents, grill in the wrong places or park in others' spaces you are fined. I like it that way. I can walk on the grass without stepping in dog poop and don't worry about people in my parking spaces. We have a security officer that makes rounds and makes note of violators.
 
terry123 sounds like a great place to live. Too many jerks think once they get a key they can do as they please.
 
Oh my I have had terrible neighbors over the years. They were making unreasonable noises all the time some of them. Thankfully I have very good neighbors now and I have been happy where I am at for some time now. I do know how upsetting bad neighbors can be; the poor woman.
