Sounds like the economic conditions, in particular the housing crisis, are leading even more people to flee.
I assume that a lot of NPRs (non-permanent residents) are students, professors, and their families as well as other guest-workers. Others are probably intending staged immigration to the US via Canada, which occurs in large numbers.
So I assume most of those leaving have decided to rush their schedule and move into the US. I'm not sure where the rest are going though. Caribbean? Dubai?
But this doesn't bode well. Demographic collapse was already beginning to accelerate before housing went out of control in recent years.
