Cuomo did not say that. I think we are all on the verge of hysteria. Are you still delivering Meals on Wheels?
 
It's always wise to check facts during these times of social media. Lockdowns DO allow for food delivery to others.

Our local TV station highlighted this delightful story from Colorado. It's gone viral, so this clip was shown by a Cleveland station (I couldn't find it on our local station's website, which has a terrible search engine):

Because of enforced isolation, you couldn't even cook some soup or cookies to bring to a shut-in, or drive them to the market.
That doesn't sound right, you should be able to bring food to those who are housebound, or take groceries to them. Driving them to the store is probably not the best thing to do. I would just get a list of what they need and deliver it on their doorstep.
 
The county meals on wheels in my area are still operating. There has been some discussion of reducing the number of deliveries each week and adding some frozen/refrigerated meals for the off days.

The county has also established a hotline for senior citizens that need assistance in getting groceries, prescriptions, etc...

The FoodBank of CNY has also established a hotline for anyone needing a supply of emergency rations. They take the person's information and refer it to the closest food pantry for processing/delivery.
 
I meant to say that the meal program I work at is not using the regular volunteer drivers to deliver meals until further notice. The clients still receive a week's supply of meals delivered once a week delivered by county employees. This is to mimize contact with others.
