The owner of a recently closed hospital in Philadelphia wants a million dollars a month and/or 27$ a bed to reopen for the virus emergency. The city abandoned negotiations to use the hospital. Some want it seized via eminent domain exercised. The owner had property vandalized. Apparently there are no public hospitals on Philadelphia

From listening to both sides, it is apparent that the owner and the city have differing definitions of "nominal price."
