It has been decided already they will Not be charged as adults, but as juveniles.

Of course they will. And when they're tried (unless they plead out, which they probably will) a bunch of folks will talk about what bad childhoods they are having and their mothers will say what good boys they are, and they'll go to juvie for a while, probably till they are 18 (or maybe 21), at which they'll come out much better at their chosen vocation of murdering thug and go on to do it again as a result of associating and sharing tips and ideas with all those other good boys that are their fellow inmates.

And as a bonus, their juvie records will probably be sealed in order to protect them from any untoward consequences of their childish indiscretions.
