Does your state have "Move Over" Laws?

I think people are still confusing what you do 1) when an emergency vehicle is traveling on the highway with sirens going, and 2) when a police officer has just pulled someone over on the side of the road. Two different things. Laws concerning the former have been around for as long as I can remember. The latter is relatively new, at least here.
 

At 70 mph I've had a hard time moving over while other speeding vehicles are beside me. I know it's a strange phenomenon when ppl run over people and broke down cars on the side of the road but it's happened way too often. I don't know if I don't see it in time or what but by the time I look behind and beside me with my signal on I've already come up on the situation. I know you tend to steer in the direction you're looking so I concentrate on the road, not the situation beside the road. Thankfully I don't drive that much but I'd love to figure out how to do that manuvour without feeling that a car behind me won't allow it and I get hit. I welcome any tips.
