Dual flush/water saving toilets can waste more water than they are ment to save. Dual Flush valves can run constantly if debris gets stuck in valve.

Also keep in mind water saving toilets in general have a larger opening between the tank and bowl as to let more water out at once to move the debris with a surge of water rather than a tank/flush using higher amounts of water.
 

When I was in Oz, I thought the dual-flush toilets were great. The toilets in general are a brilliant design. In fact, so brilliant that an engineer who worked for the firm my husband retired from, ordered toilets from Australia when he had his new house built. His wife was an Aussie, and I guess he was as impressed as I was with their loos.

Wait until you get a bill for a leak you don't know about. And yes the double flush. They basically should've stopped trying to save water somewhere between 2-3 gallons which still saves compared to the old 4-5 gallon flushing toilets.

One of the issues that people miss is with less water in todays sewage systems they are more likely to get clogged. It takes much less to clog a drain now. 30 years one could flush a much greater volume of water and variety down the drain than today.

I can attest to this. In the apartment building I'm in there is always one of us with a backup because of those low flow toilets.
