Precisely!! which means you have no option but to try and get to the surgery..Thats abit stupid holly, telling people to dial 999 ,it could be the smallest of ailments ....what a waste of time and money ....

Unfortunately our local surgery which is very oversubscribed has no such policy with regard to home visits. Last time I had a home visit was over 20 years ago, when I was unable to stand , but now they say, in the same circumstances to call an ambulance.. ridiculous because then there's anything up to a 10 hour wait at our nearest A&E...Population of England approx 56 Million

I haven't needed to ask for a home visit in a long time, but here's what my "local" health centre website says....
Home Visits
There is a Doctor available each day to undertake requests for home visits. Those who are housebound or too ill to attend the surgery can request a home visit by phoning xxxx xxxxxx before 11.00am. Only emergencies will be visited after this time.
Home visits. This had to be in the UK. Docs, in the US, stopped making house calls in the 1950s. Here , in the US, most docs schedule six patients per hour. That's 10 minutes to greet you, take your history, discuss your complaint, thoroughly examine you, prescribe meds, and write a synopsis. There's not much time left for driving.
