An ex CIA agent now living in Portugal now has to be extradited to Italy for alleged crimes she committed as a CIA agent. The crime is participating in the kidnapping of a Muslim cleric who was taken to Egypt for interrogation. Part of a rendition program ran during the Bush years. She loses immunity by living outside the US.

When these covert operations are conducted on foreign soil they are frequently a crime no matter the justification or rationalization. I wouldn't want the Mossad or KGB conducting operations on US soil bringing their war/business here.
