FCC is no longer accepting consumer complaints

I am receive those annoying calls again. I am keeping track of the day, time and number that calls. Some days I receive 2 calls. I tried to report it to the FCC and the Do Not Call Registry like I have in the past, but this is what their pages looks like now, so I guess it's open season on annoyance calls:

Years ago I had an incident with Comcast that went on for months. I finally got pissed and wrote an online complaint to the FCC never expecting it to go anywhere. The next day someone claiming to be a vice president of something at Comcast (I suspect there are a lot of VPs) gave me a call and after listening to my story said a top tier tech support person would call me. 15 minutes later one did and they fixed the issue in less than a minute.

Right before we hung up he said for gods sake please don't call the FCC again, call me instead and gave me his number, which I have used only once in the years since with the same success. So complaints to the FCC did at one time actually work. I seriously doubt that would happen today.
 
Could be I don't have problems because of this.
