The suspect has a criminal history dating back to 2005. If he wasn't released, he wouldn't have been able to kill anyone.

I have been stopped once in the past 30 years. It was around 5:30 AM and very dark. After I stopped I put both hands out the window to ease the officers concern about the possibility of a weapon.

Seriously. Most PD Community Service Officers suggest that when stopped at night turn on your interior lights and keep your hands on the steering wheel or up in the air with your palms facing back and foot off the brake pedal.
