The state of Georgia has become the 1st in the U.S. to abrogate Citizens arrest laws.

To my understanding it simply revokes a citizen's right to utter the words, "You are under arrest" and proceed in the manner prescribed by the former law, except as listed. "Detention" is another matter, but the law seems unclear on that? It seems to be declaring it would be illegal to restrain and hold a person, who let's say, was accosting an elderly person?? I don't believe that is the purpose of enactment, but that is what some Georgia citizenry may believe?
