The coast guard has the "Self-righting" boats. If they roll over. They right themselves.

The mouth of the Columbia River is considered to be one of the most dangerous areas in the world. We went to the museum there in Astoria and watched videos of rescues and saw some actual ships. There was an old "lightship" there; they were like corks bobbing around in the water when they were out. I can't imagine how bad that must have been.

That rookie graduated from the Coast Guard that day. A amazing rescue.
The OP doesn’t tell the whole story. The person who stole the boat was a Canadian. He was wanted for crimes in Canada and then was doing petty crimes in the US. After he was saved, he was released from the hospital the next day before the police found out his history. He was caught again.
