They never warn us in advance when water will be off. For that reason, I keep several gallons of water in plastic bottles drawn up and stored, knowing I'lll probably need some of it on the average of every 2-3 months. Old water lines all over town. They dig and fix a broken line, then fill it up with black stuff or gravel instead of re-paving. It's a crummy, low budget town. Two traffic lights have been out for over a year, and instead of fixing them, they have put up 4 way stop signs. Said they didn't have the money to fix them.
 
Do they forewarn you, when they are going to turn off the water? When they do that in our condo, we fill the sink with soapy water, and fill the big stock pot and kettle.
Oh heavens yes! Well warned in advance but sometimes we do have emergency in which case I get an email and notices are posted all over the building.
I keep a bucket in my bathroom with water for such an event and always have two large glass bottles of water in the fridge plus a supply of bottled drinking water and of course the kettle.

When warned I fill the kitchen and bathroom sinks with hot water
Lately we have had a lot of water maintenance work which accounts mostly for the latest shutoffs.
Today was a burst pipe in a 4th floor unit.... but... I got a nice surprise when the maintenance guy came to me.
Got a new shower-head which I did need.
I was just about ready to put in a requisition for one.

The maintenance is still ongoing so we all keep stocked up.
