I remember being in Uvalde one Halloween a few years ago; we went to celebrate my birthday and stayed for the neighborhood Halloween event. Well, I almost FROZE being outside handing out candy to the kids. Both my sister and I went and got blankets and wrapped ourselves in them. It was windy as well. What a change from the weather here in the valley. It's warm right now.
