In my state, people get handicapped hang tags from their Doctor or can go to the courthouse and ask for them.
When we were in Hawaii at a popular destination we watched a van parked in a handicapped space with a hang tag, load up with able bodied young people, driven by a doctor.
Having been temporarily disabled in the past, I needed the motorized carts to do my shopping. Often we had to take our business elsewhere when people who clearly didn't need them beat me to the carts. Trust me, there is no joy in riding in these things, as they are slow and people won't move so that you can pass. If I can walk, I'll use a regular cart like a walker, only using the motorized
cart when I have to.
