The question is not clear.

If two people are in a relationship, they should honor any commitments they've made to each other, but that doesn't translate into either of them being submissive and / or obedient to the other.

There are those who have a pathological need to control others. We seem to be seeing more of this over the past decade. Often these people get hostile when others don't accede to their demands.
