How do you send a private message?

I recently tried to send a private message to someone and a message popped up that said Oops, you can't send a message to this person. I looked at my own profile settings to see if there is a setting to block all private messages and I didn't see one. I thought I might accidently have my own private message function blocked so that no one could message me.

Most likely the person has their account tweaked to not accept private messages.

I looked at my own profile settings and don't see a place for tweaking it to block private messages. Where is that located?

It's in Account Details, under Privacy .. "Allow Users To" - select option.
