How much more development can our community handle?

I live in a small community in upstate NY. The resources available are barely adequate to serve the existing population. There was an inclosure in my water bill this month that our village is considering allowing a developer to come in and build five 8-unit apartment buildings on a vacant lot about a mile from my house. Right now the village is doing an environmental impact study, but from experience, I am sure they will allow the building to proceed. How much is too much development?
 

I think they'll pack in as many people in as they can, when they can't build out anymore, they'll build taller buildings. I don't think many people really care about the environmental impact.
