@Bretrick, what are you using: a touchpad or a mouse?
Just wondering if what you are using is too sensitive and you might be inadvertently double-clicking.
I hate the touchpad. The control keys are bouncing things around like they're demented and I'm not touching anything. The screen dims down every few minutes for no discernable reason. Anyway, I'm starting to think that maybe I don't really need a computer.
 
I use a mouse. The touchpad is turned off in settings. I can rest my palms on it and nothing happens. A battery operated mouse costs very little and batteries last 2-3 months.
I dont have that problem either. I use a mouse too. But I prefer a corded one.
I perch my laptop on my lap and use my chair arm as a mousepad.
When I drop my mouse I just haul it back up by the cord. :D
 
It's usually caused by poor Internet connection, as suggested in a previous reply.

When you get those horizontal lines that means your internet connection is lagging and some steps in the refresh can go incomplete depending on what needs to be done.

Its a sign that there is heavy traffic over your connection and that its waiting for a break in the action to be able to complete all steps. This may get interrupted and left in an incompleted state.
