He agrees? Do authorities have to seek permission from the perp, and have the perp agree, to face charges?
What if he said no?
Someone tell me what madness is this?

Agreeing to be extradited is a strategic ploy on his part, procedurally and legally, he will loose if he fought it.

By agreeing, his Defense will claim, the innocent need no defense, as the misunderstood maxim suggests.
