If a person lacks a chemical in his body, which then causes him to do harm; is he responsible for his actions?

IMO it doesn't really matter.

If a person is a danger to themselves or others they need to be controlled in some way. If they are unable or unwilling to take medication designed to provide that control then they should be in a supervised setting to prevent harm to themselves and others.
