This is perfectly legal even under U.N. resolution 2231 because the missile doesn't have the design specs to carry a nuclear warhead.

Eh the key word is "capable". Does capable mean weight & size? "capable" of carrying nuclear material? Dependent upon guidance systems? They're not even supposed to conduct tests that could lead to a nuke.

The wording of UN Resolution 2231 is considered weak or weaker than in other resolutions,treaties etc. But even the previous administration considered such tests a violation.
