It exhausts through a hose out the windowThese only really help if they have a means to bring outside air in as well as blow hot air out. Some have two hoses for that purpose.

I have one under the work bench in my hobby room in the garage. It works well because I cut holes in the wall to supply outside air to the condenser and exhaust the heated air.

Here's a summary of the video I linked to. Yes, it will blow cool air into your room. If you are close to it it will feel good. But, the hot air that it blows out your window has to be replaced. That will be through leaks from the outside elsewhere in your home and the air coming in will be hot outside air.
