Moving a big cylinder

There's no gas in it to my knowledge. It was part of an old water softening system. Probably just liquid as jimbowho suggested.

If its an old water softener, 90% of the weight will be in the Resin tank. There's Nothing hazardous in a softener....they are just heavy. It's best not to fool with it if you don't know how those things are built....if you damage the resin tank, you will have a major mess from all that Goo spilling out. Leave it fully assembled, and just get some help pulling it up the stairs.
 
Its a brine tank system, it uses common salt. (((NOT))) an oxygen or acetylene tank. The only pressure is when it is in use. City pressure "after the regulator" or well pump. Don't make me go over there!

I would remove the tin contraption on top, buy a cheap pull string light socket, some zip-ties and a lamp shade for a unique corner lamp.

If it was related to water softening, then it has only got
water and salt in it, at least over here it would, the top
looks like a flow control, some kind of restrictor, with
open and closed and various different sizes of open.

Of course it could be different there in America, but if
it was dangerous then there would be a warning label.

Get plumber to remove it, he/she will know what is in it
and probably empty the contents before hauling it up
the stairs.

My cousin visited on Wednesday. He's a big, strapping man and I had him hustle the tank upstairs. Then I used my hand truck to get it out on the front porch. I upended it and rested the bottom on a pail so the liquid in it could drain out and run off the edge of the porch. Clear water ran out for a few minutes, then it started to turn yellow, then a reddish-brown, Finally the resin started. When that happened, I stood the tank up again, but it was much lighter. A little of the resin leaked on the porch, though.
